How do I need to configure a secondary publishing point with my live streaming resources?

We expect the users to publish the stream to both "primary" and "secondary" publishing point if both are enabled upon live streaming resource creation.
Additional Info
The current streaming behavior is "secondary publishing point" does not restream from "primary" publishing point automatically. Thus, if the users do not publish to both "primary" and "secondary" from the live encoder, visitors who get redirected to the "secondary publishing point" server would not be able to view the stream.
