Often when building a VM using a recipe, you'll notice that there is a couple of minutes delay between when the VM is up and ready to be used and when the recipe actually commences. The reason for this is because the OnApp daemon is insuring that the VM is provisioned and currently booted. (By that we mean booted=true in the database on the control server). The delay differs per HV type, but in general (not VMware or Baremetal cases), it checks every minute if the VM is provisioned and afterwards every minute if it is booted.
