Answer
It is likely there are missing SSH keys on your Hypervisors or backup servers. Make sure that the 'onapp' user on the CP can SSH to root@ on each hypervisor and backup server.
If needed, the key from /home/onapp/.ssh/id_rsa.pub on the CP needs to be added to /root/.ssh/authorized_keys on each HV and backup server.
